A serial killer enlists a political lobbyist to change laws that will allow him to get away with murder more easily. At the same time, he tries to prevent a retired cop, who won't give up on the murders, from dogging his trail. The serial killer eventually turns himself into a cause celebre, a "Mr. Smith Goes to Washington" type figure, shielding his true motives.
